Drug registration is a registration that is carried out at a drug dispensary at your place of residence.

Certificate No. 089/083-u has also undergone changes, the format has changed, it has become colored, and most importantly, there have been changes in the rules for filling it out and the type of information entered. Examination procedures in drug treatment and psychodispensaries

As mentioned above, after changes were made to the law on passing a medical examination to obtain a driver’s license, examinations by a psychiatrist and a narcologist are carried out exclusively in state dispensaries. The relevant doctors are personally responsible for the results of these examinations (administrative liability has been introduced for incorrect diagnosis).

Both before and after the changes, a narcologist and a psychiatrist are required doctors to undergo a medical examination for a driver’s license. You must pay for your appointment from your own funds. When going to a psychiatrist or narcologist, a man only needs to take his passport and military ID (or registration certificate), while women only take their passport.

So, an examination by a psychiatrist is carried out at the state psychodispensary at the place of registration. For some categories of rights (“B”, “C”, “D” and their subcategories), it is also necessary to do an EEG of the brain. It is done there and on the same day.

You need to see a narcologist at a drug dispensary, also exclusively at your place of registration.

In addition to a visual examination and questioning, a citizen must submit his urine for analysis to detect traces of drugs in the body, and also undergo the procedure of taking the “Shulge test.”

Since an examination by a narcologist is required to obtain a license, citizens registered at a drug dispensary will not be able to satisfactorily pass the examination, and therefore will not be able to obtain a license.

Is it possible to undergo a medical examination to obtain a license if a citizen is under supervision at a drug dispensary?

As everyone knows, citizens registered at a drug dispensary will not be able to obtain a license, since they simply will not pass the mandatory medical examination. In order for a person registered at a drug dispensary to have the opportunity to obtain a license, he must first be removed from this registration.

And in order to be deregistered, a citizen must abstain from using drugs and alcoholic beverages for a sufficiently long period of time. This must be confirmed by the narcologist who is seeing the citizen, and then by a special commission that decides whether or not to deregister the citizen based on the narcologist’s observations.

The commission consists of doctors from the dispensary where the citizen is being observed. To be able to collect a commission and deregister, a citizen must not use drugs or alcohol for 5 years in a row, and regularly check in with a doctor to record this period.

If there are breaks in the marks, the continuous period will not be counted and will be extended.

Those citizens who have at least once passed a positive medical examination for drugs or alcohol are already registered, although not everyone knows about it. And they are confronted with this fact when they need to get a medical certificate again (replacement of license, return after punishment, etc.).

These citizens will definitely not pass the medical examination, since they will not be given a certificate from the drug dispensary.

They have 2 options: either wait 5 years until they are deregistered (regularly checking in with a doctor), or ask for an urgent medical examination, according to the results of which the citizen can be deregistered early.

In what cases is a mandatory medical examination carried out?

There are cases when a driver is forcibly sent for a medical examination to determine the presence of alcohol or drugs in the body. In such a development of events, a protocol must be drawn up, where a note about compulsory medical examination is made. Typically, compulsory medical examination is sent in the following cases:

  • If the driver categorically denies the results of previous alcohol and drug tests;
  • If the driver does not want to undergo a medical examination for the presence of alcohol and drugs in the body;
  • If the driver is at fault for the accident;
  • There are all the signs that the driver is drunk;

If there is one of the above signs, the traffic police officer looks for 2 witnesses and, in their presence, draws up an act of referral for a compulsory medical examination.

One copy remains with the traffic police officer, one is given to the driver, after which it is delivered to a medical facility.

If the driver refuses a voluntary examination, a note to this effect is made in the report and certified by witnesses.

A traffic police officer must take him to the clinic or hospital where the driver will undergo a medical examination. This medical institution must have a certificate for this type of activity, as well as appropriate equipment and doctors. Also, the functions of a medical examination can be performed by a mobile medical center.

The medical examination procedure for the presence of alcohol or drugs is carried out by a doctor who has undergone appropriate training. In the event that a medical examination and relevant tests do not reveal any prohibited substances in the driver’s body, the traffic police inspector takes the driver to his car.

For any result of a medical examination, a protocol is drawn up where the results are recorded. This protocol is valid for 3 years. The conclusion after the medical examination is drawn up by the doctor who conducted it. If prohibited substances are found in the driver’s body, their name is not written in the report.
